Ray Haynes
currently is President of Omstar Productions, Inc, a movie production company. He is also Vice President and General Counsel to D-1280-X, Inc., a California corporation doing business as Omstar Environmental Products and D-1280x Philippines, as well as President of Omstar Costa Rica.These affiliated companies sell fuel conditioners that increase fuel efficiency, decrease engine maintenance, saving on maintenance costs, and decrease fuel emissions.

 

Ray Haynes was elected to the California Legislature in 1992, and served as a state assemblyman from 1992-94 and 2002-06, as well as a state senator from 1994-2002. He left the Legislature as a result of California's term limits law in 2006.

During his time in the Legislature, Haynes was the Senate Republican Whip from 1996-2002, where he was responsible for the preparation of analysis for the over 4000 bills that are introduced in the California Legislature each year.

He was also responsible for the Senate Republican floor operation, organizing floor speeches, Republican amendments to legislation, and vote counting on behalf of Senate Republicans. He was also the Assistant Republican Leader in the Assembly from 2003-06, where he was responsible for Assembly floor operation and parliamentary procedure for the Republicans in the Assembly.

In addition to his duties as the Republican Whip, Haynes was Chairman of the Senate Constitutional Amendments Committee (one of the two Republicans to serve as chair of the over 20 committees in the Senate), Vice Chair of the Senate Health and Human Services Committee, Vice Chair of the Senate Education Committee, Vice Chair of the Senate Public Employees and Retirement Committee, Vice Chair of the Assembly Human Services Committee, and he served on the Senate Budget and Judiciary Committees, as well as the Assembly Budget, Appropriations, Judiciary and Health Committees.

While he was in the Legislature, Haynes was selected to be the Chair of the California Delegation to the American Legislative Exchange Council, an organization of more than 3000 state legislators nationwide. Haynes was the Chair of ALEC's 1996 convention, and, as a result of his service, he was elected to the ALEC Board of Directors in 1996. Haynes was ultimately elected the National Chairman of ALEC in 2000, and won the Legislator of the Year award from ALEC in 1996, the National Chairman's award in 2001, and the Pioneer Award in 2006.

Haynes also received Legislator of the Year awards from the California Psychological Association, the Outdoor Highway Vehicle organization, the California Rifle and Pistol Association, the California Republican Assembly, and a number of other organizations as a result of his service in the Legislature.

 


Haynes is a regular contributor to the Flash Report, a blog on California politics, and, during his time in the Legislature, was a regular contributor to the Orange County Register's editorial page, and his articles appeared in numerous publications throughout the state, including the Sacramento Bee, the San Francisco Chronicle, the San Diego Union Tribune, San Diego's North County Times, the Riverside Press Enterprise, Ontario's Daily Bulletin, and numerous weekly newspapers.

His articles also appeared in the national publication, Human Events, and California Political Review, a monthly magazine devoted to state politics. He has appeared on CNN, Fox News Network, the Today Show, and numerous local television and news programs throughout California. He was a regular on radio talk shows on budget, immigration, and judicial issues.

Haynes has 3 children and 2 grandchildren, and remains involved in California politics.
